The laser beam passes through the skin and delivers the energy deep down. This energy is absorbed by the pigment (melanin) present in the hair thus destroying the follicle that is in active growth phase. Due to lack of black pigment in grey / white hair they do not respond to this treatment.
Laser hair removal requires multiple sessions because it only affects those hair follicles which are in active growth phase and all the follicles are not active at the same time.
